Allowing Active player to move opponents tokens when out of supply breaks game balance.

Currently this implementation is set up to accommodate async play by letting the active player move their opponents tokens whenever their opponent is out of supply. For example when the Hunter has played all of his clues onto villagers and has a card out like the operative or the village well that moves clues during the witches turn it will allow the witch to move the clues instead of the hunter. This can be used by the witch to clear off clues from villagers in a way that is detrimental to the hunter which adversely affects balance. It tends to happen in any game where the operative is out for several turns. Several players reached out the the publisher via their discord and they suggested making this forum post as a way to make the BGA team aware of the problem. Please add in a toggle for live games enabling us to disable this feature. Thanks.

I have not experienced this, but if true this really sounds like a bug. It would be better to file a bug report than a post: https://boardgamearena.com/bugs
