Going Back Below 200 ELO

After intermittently playing for a few years and getting close I finally hit a 200 elo. But I noticed the other player and I started 203 to 205, and when they lost they went under 200. I thought 200 was a bottom level like 100 and once you hit it you didn't go lower! How does that work??

Basically 200 rating just works like rating normally does. The 100-rating floor is the odd duck out here.
