Black banner with cube values?

On the map, next to or near the Turn Phases tracker and the Major Lines board, is what looks like a "Black Banner".

It shows a stack of the various color cubes with a number next to each cube. Is this a "value" or market price of some sort for each cube of that color?
I cannot seem to find any reference to this banner and nothing appears if one scrolls over the banner or the cubes shown.

Can someone please explain what the banner is and what the numbers are telling me? I assume in some way they relate to income but I can't seem to figure out how or in what way. Or any reference to them. What am I missing? Any assistance or explanation would be most appreciated.

That’s the bag of goods and distribution of cubes in the bag. It’s helpful to reference for what cubes are most likely to come out when taking a city growth card for example.
