Black Market Building

The table gives me a message saying: You can use the black market to get 3 doubloon(s) off the building cost (black market)

However, I do not have any goods. I click on VP and colonist but i have no idea how to get the 3rd doubloon.

Table ID is: 814255329

Is this a bug or am I missing something (more likely the latter).
