Can't use pedal now

In the past it used to be that I could use the 4Pedal card that costs heat while cooling down without having heat in the tank. Now I can't seem to. Is this a bug or a change that's intentional? I think if it was an intentional errata of the function then it's major enough that the game should warn players about the new behavior somewhere when picking the card.
