First Winter Card ALWAYS comes at 48 cards on the deck

Hey since a few weeks it is always the same the first winter card comes at 48 and the game always ends very early :(

Yes, that's according to the rules. The position of the first winter card changes only depending on the number of players and the use of expansions.
