Masonery not working

I had Masonery and was building Great Wall, only two stages left. With Masonery I was able to build 2 stages of a wonder with only 1 civil qction, BUT when I used engineering genius, I was UNABLE of building two stages with 1 civil qction, each stage (the one with discount and the final one cost me a civil action each.

Did I get it right that you want to do two stages with one civil action, one of them discounted? Then the BGA implementation is correct.
