I have used it, you may buy 2 blue artworks in a single action with a discount of 3 ressources. So you need to declare an acquisition action, click on the 2 blue artworks you want to purchase, and then pay for resources needed. It won't work if you don't have enough resources, or if there are no 2 blue artworks available
