Arena Modus with Expansion!?

Is it intentional that Knarr can be played in Arena mode both with and without the new expansion? If you select the expansion in normal mode, it applies that to Arena mode as well.

It is not, thanks for reporting. It's now forced to Disabled. We'll see if the gurus vote to enable it for the next season :)
