Islanders bug(?)

It seems like on income turn 1, you are given the option to use the Islanders ability BEFORE you draw your territory tiles, making you skip one use of your ability. At least that's what happened to me during my last Islanders game.

weird. I just finsihed a game with an opponent playing Islanders and they got 4 tiles in the beginning to be able to do their turn 1 exploration.
