Error (or just my confusion?) over a cottar + potter ceramics + clay oven interaction

Suppose I have Cottar
"Each time you play or build an improvement, you get your choice of 1 wood or 1 clay immediately after paying its cost.”
and Potter Ceramics
“Each time before you take a Bake Bread action, you can exchange 1 clay for 1 grain”
both in play.

Now I buy the Clay Oven
"When you build this improvement, you can immediately take a “Bake Bread” action."

Should I be able to first receive the clay from Cottar and then use it with Potter Ceramics during the bake action that the Clay Oven purchase provides? I think the cleanest reading of these cards is yes I should be able to, but the current implementation of the game doesn't allow this.

Am I missing something (very possible!) or is this a genuine bug?

The way I interpret it is you receive the improvement immediately as you pay for it, and you get the baking action immediately as you get the oven, then immediately after cannot trigger until the entire sequence is resolved as you are still in the same step as the payment functionally.

I understand this argument. If I were to code up Agricola, I can see how your reasoning would be appealing and useful for implementing the oven purchase, but absent a rule (or publisher ruling), it feels speculative and not in line with the plain meaning of the card descriptions.
