Are we supposed to see the blue borders of the other player?

Are we supposed to see the blue borders of the other player?

So the blue border tells the player if the fate is newly drawn or not. But during playing, I noticed that we can see if each others dice is also blue or not. I'm pretty sure this is not the rules or else why would the back power old exist?
