Different action from live Earth

According to Earth Rulebook p.5 Action Overview, players are allowed to choose to perform their own actions from their last round instead of following the Main player action. However, there's no such action to choose in BGA Beta?
Or have i understood the rule wrongly?

Main player decides which of the 4 actions everyone does. The only thing is that the action is 'smaller' than the action of the main player (for example with red action you either get 2 soil, or 2 compost, while the main player gets 5 soil ánd 2 compost). After everyone finishes their actions, you will be the main player and you decide which of the 4 actions will be done.

btw, You say 'BGA Beta', but the game is already released a few years :).

You have understood it incorrectly. That clarifying statement is about what the Main (active) player can do. It is explaining that there are no restrictions based on what any other player chose on their turn or what you did on your last turn.

They clarified this because some games, like Scythe, prohibit you from repeating the action you did on your last turn (unless that's your faction power). And in many worker placement games, you can't take the action someone else took. They are basically saying Earth isn't like that in case you are familiar with those rules from other games.
