waiting on trades when players don't have the requested item

In a slower turn-based game it seems like a waste of time that someone who doesn't even have the resource requested in the trade has to "decline" the trade before the game can move on. Shouldn't the "decline" happen automatically?

even better, let the current player propose multiple trades at once. then it won’t waste so much time.

i’m not sure how the auto-decline would work without revealing the person’s cards
