Noble Negotiation?

Noble Negotiation?

When I move I am occasionally seeing a checkbox that mentions Noble Negotiation. I can’t find this in the rulebook or on any cards in play. Can someone explain what this means?

Noble Negotiation is a tactics card. If your purchased it on a previous turn it should be on the right side of your tableau. It allows you to use an influence instead of wood or koku to paying costs.
