Landscapes Expansion with Starting VP: Adjusted by Faction

I've noticed that a large proportion of tables I've seen play with both these options turned on, despite a specific warning against this in the game options. I don't mind playing with these options and I'm not going to pretend that I'm good enough at the game to say what starting VPs is fair or balanced but I'm just curious why so many people think it's a good idea when the devs don't. I kind of instinctively understand why it's advised against because the points are calculated based on no expansions and the landscape have impactful powers, some of which are inevitably going to be stronger than others but I'm just wondering what the other side of the argument is.
