Why is the senority rule still the tie-breaker in multi-player elimination phases?

So today a few players including me faced this situation in this live play Splendor tournament :

A few people didn't show up in Step 1 of the second phase (which is multiplayer elimination with 1 player qualifying in tables of 3)

The problem is that it created the situation where 2 players were at the table but the 3rd person didn't show up, triggering the Seniority rule that a lot of people already complained about before, only 1 player qualifies and the bot picks the qualifier to the next phase based on senority rule.

I really think that Multi-player elimination tournaments and/or phases should have an option to toggle , allowing the tournament host to "allow newest accounts to qualify regardless of amount of set qualifiers in multiplayer elimination tables that don't fill up".

What this effectively means is that all players in skipped tables would qualify, and the winners of the tables (not the qualifiers, you'd have to actually win a table to potentially get a automatic pass) that did play would be prioritized to get a free skip on the next round (tie-breaker would be points in stage 1 if they exist, or whatever tie-breaking rule is being used by the host)

In this situation, winners from tables 3 and 5 would get the free skip as winners of the tables that played in step 1, keeping 8 players in the tournament : the 2 winners that would get a skip, and the 6 players from the skipped tables that would duke it out in step 2 and fight for 2 spots to the next step (2 tables of 3 with 1 qualifying spot per table according to the tournament settings), for a total of 4 players qualified to step 3 (and then potentially BGA being more flexible in those situations to allow 2 players to qualify to step 4 instead of 1 , they'd join the 4th player that got a skip to step 4 automatically, bypassing the settings just because of this situation (because otherwise it would have created a 2 player final which would have been impossible with those tournament settings))

The only fair thing that happened in this tournament is that the skipped players in step 2 in this tournament were likely based on the points they collected in phase 1 (unless it's a coincidence, i'm not entirely sure if it's due to how Typewriter works), but i don't think it's normal that literal winners of groups that got 17 points in phase 1 got eliminated simply because they have the newest account. (kirinnnno_niwa and their 17 points in step 1 can feel robbed the most out of all players that got skipped in Stage 2)

Is something ever going to be done to solve that issue, other than expecting tournament hosts to avoid certain settings on purpose expecting them to know about the problems caused by the current multiplayer elimination senority rules?

In my situation and another player situation it was ridiculous because i qualified due to not enough players showing up in my group, only to get eliminated in Stage 2 due to this issue , therefore without playing a single game in the tournament and having wasted time for nothing much (though i helped other players understand how live tournaments worked so there is that i guess)...
