Waiting room timer

Let's take the case from a less popular game with longer wait time expected, e.g. Bizarre Manor which I might want to play with 4 people, but after waiting for certain time, I want to start the game. Since we have button to start the game, and player can choose to accept the game or not, this can just be a "broadcast timer" or somewhere static on the table to "announce" the intention (I assume chat are not viewable when new player join). wdyt?
