Choosing a carriage where there are two?

Several times I have robbed a carriage in a space where there are two and/or been robbed in such a space. I've never been able to figure out how to choose which carriage I wish to rob, nor seen that choice flash by for another person, although I believe that the rules state the RH player chooses the target. While being robbed, I am starting to note that it's always the first one I placed that gets flipped. Am I missing/misunderstanding something? Or is this something that could be fixed?
