I've seen players who indicate that they're located in China, so I think it's unlikely that it's blocked. It probably has more to do with how this site is publicized. Plus the site is only in Traditional Chinese at the moment, so that probably presents a hurdle as well.

I would try watching the replay. Sometimes the numbers displayed by the client are different from what the server has. Refreshing the interface usually fixes these issues.
