I can't speak to Solo balance but in PvP Press Your Luck is already so weak as to be almost never worth doing.

Data Analyzer doesn't let you pick and choose, it's Destroy all or Discard all. Cyber Glasses does let you decide which cards to discard and which to return to deck.

It's Eminent Domain which does have a game mode/setting specifically to 3p. I'm also loath to go to 4p because going over time has been a problem in every round of the last one I played and I want "boot the timed out player so everyone else advances" to be an option.

You're underrating Laboratory. Every use of it gives you the option for an Advanced Tech vs. your opponents being limited to Basics, and you can do it in the middle of your turn, and you control the timing.
