The only issue is the monopoly. I don't think monopoly helps Arena competition.
In start of the season i queued a few times for arena and i got 20-30 minutes queues and i complained. Now i queue and it says 50 minutes but it's usually 2 hours. And the reason i notice is people with lower Elo get him on games, loose every game and quit arena Dice Hospital. Because it's like on Real Life. When exists a Monopoly, most of people don't even try invest on that area.
The only way to prevent a monopoly is with rules to prevent it.
Normally I don't quibble over petty semantics, but your use of 'monopoly' is completely wrong in this case. This is not an economic investment.
Monopoly heavily impacts daily life and thus regulated by antitrust laws, but is this really THAT serious?
Players are free to play or leave. They can switch to normal/training mode or play other games anytime.
Of course I know current Arena matchmaking is far from optimal, but still there is no reason to ban a highly active expert player from Arena.
Besides, even if you redthumb someone you'll meet another high-ranking player eventually.
What is the meaning of this after all? Arena is for competition, not for 50-50 matchmakings.
I'd rather try working on improvements of Arena matchmaking, as nmego suggested.
Current matchmaking cannot filter EAS difference within Elite league and it really is a pain.
