I was answering Kayvon, not you: I don't think he/she needs an advocate.
Because I said the same thing to Fadesimo above?

I pay a contribution to BGA: it would not be so much, but it is something. I cannot program any game, since I am no developer and work in a totally different field. If you are so annoyed by people making suggestions, then close directly any forum about that: mortifying people is not a good tool.
In fact I and many others (including Kayvon above) did so several times before (including in elsewhere), but they simply wouldn't listen.
And again, I just addressed how things go.
There are tons of games waiting years after granting license to be implemented.
Some games fail to get developers even they offer some monetary reward. So, what are the chances?

You pretty sure no developer read such posts? You developed games and you read this post: you contradict yourself.

I'm pretty sure none of the developers of those games actually have read any of these posts at all
to develop their game.
I developed/maintained 70 games, but the wishlist didn't affect my decision at all. I develop what I want.
Then, check the recently released other public domain games.
Minnesota Whist, Cucco, Hachi-hachi, Wolf and Sheep, Shogi, Slobberhannes...
Do you really think the developers looked through 'suggestions' to choose these games?

Best to leave BGA, than to play in such a community.
Your original question was:

Has anyone already thought to develop a version of Burraco, an Italian Rummy game?
The answer is simple: No (as Kayvon said), and anyone can start developing the game (also as Kayvon said).
You got the most accurate answer. What did you expect? Someone to appear right away and do the job in your stead?
To be honest, if I did post local games I implemented (e.g. Nylon-ppong, Seotda, etc) like this, I would've received the same answer:
'No, you should do it yourself'.
