This has happened to me a couple of times recently, but only recently. As you can see, I offered a trade, and one of the other two players answered, but I'm still waiting for the other player to answer. Yet it notified me, and it shows the hourglass for running clock on both me and the player who hasn't answered.
I know there's a setting under trade notifications to notify me when any player has answered, but I checked and I definitely still have it set to the default, which is to notify me when all other players have responded. I also tried changing it, and changing it back. But the game still seems to act like it's my turn, even though I still want to wait for the remaining player to answer.
In the screenshot, both hour timers have the moon icon over them because it's a fast turn based game and outside of playing hours, but you can see the player who has responded doesn't have that icon, because the game knows it's not their turn and they don't have to do anything right now. Normally, it would also know that it's not my turn, either, until everyone else responds to the offer.
