Then it's a bug. But I tried it (same game, same use case), and abandoning worked fine. Thank you so much for responding and I am now considering all what you've mentioned. Hopefully others will have read what you said. You must've made an improvement within the time I got a leave penalty as I explained in an earlier post and the time we played this guy, or else there was a glitch that he took advantage of? This is not the intended behaviour but it can of course happen, especially in a game such as Seasons, which has a huge complexity (increased by a number of extensions).
Since then, the system has been made more resilient. Now if there is an error, it shows a message to the player trying to skip the turn of another player, warning him that there is an error preventing the turn skip, and that if he tries to skip again the game will be automatically abandoned. Then it's his choice to wait or skip again and get the game to be abandoned (so yes, unfortunately, a jerk can still be a jerk, but now at least he has to be one on purpose and not by accident).
Stone Age does this, yes, although it has nothing to do with the new "improvement" they made that this thread is about. It's always done that. You can't concede a multi-player game. However, on a two player, you should lose ELO points for conceding because you're "agreeing to lose" so to speak. But you should not have quit, no. No that doesn't sound normal. Are you sure all 3 came from this one game? You can only get two penalties off one game: one for leaving and one for being over-time. (You haven't mentioned being over time.) You could also get a red thumb, which is kind of like getting another penalty.
