It does 1 then the other, so the popup will ask you to pick a Whaling Boat (or Pass) THEN you can pick the Knarr as a second step (or pass)

That is what happened the first time I used that action in round 4. But in this round, it didn't do that. Could it be a bug?

Looking at your replay it definetly looks like a bug.

Disclaimer this is just speculation of what might have caused this.
I think what might have happened is that there is a build in immigration limit that wasn't properly updated for Norwegians. Normally in round 6 you'd be limited to 6 immigrations (as there is no more room) but because Norwegians introduced the 'half' whale boat immigrations it's possible to do more than six, it wouldn't surprise if there is a check somewhere that blocks you from taking more immigrations than the current turn counter.

Not sure if this was a minor bug or just I didn't understand the occupation correctly. I had Oil Seller and used the 2 upgrade space thinking any space with upgrades would trigger it but it didn't seem to activate and convert the 2 green into 3 blue.

I'm guessing that's just my hopeful interpretation of the card and it only activates on one specific spot on the board in Norwegians? Just mentioning it in case it is an issue and to help improve the overall experience. Thanks again for putting in the effort overall!

I couldn't see the Norwegians' expansion rules in the rules section.I was able to hunt around for it on the net,but maybe they could add a link ?

Immediately after each time you use an action space with a “^1 Good” action, you can exchange 1 oil for 1 silverware (even if you have just received the oil from the action).

So this is only on the spaces with 1 upgrade showing, not 2, 3, or 4 upgrades.

Noticed and posted one bug so far for the 5th column "whaling boat + explore" option when playing on my phone.
After buying the boat, I never got the option of selecting an exploration board even though several were available and I had a long boat.

The only islands you can buy there are the islands you can take on the 1 Viking explore: Lofoten, Isle of Man, Isle of Skye, Shetland, Faroe, Orkney, and Limerick. If those were all gone, no options would have appeared.

I just had a few minutes ago a case where this card did FAIL to work correctly with the 5th column action.
