He did get ELO for winning against the quitter.
But the other players are tied.
It is weird and imo wrong that there is a change of ELO for being tied with someone under those conditions.
As for determining who is winning before the game ends, not it's not simple.
It would have to be game specific.
So the developer would have to spend time just for that instead of improving the game or making another one.
Most games have tons of points to be delivered in the last round either by design or just because some players are keeping some "big action" for last.
While there are situations that are obvious to a human, it is very difficult to characterize what is obvious and what isn't. Big difference of points but what cards does everyone still have ? Can they be played ? Is it sure they will be played ? Can any majority/first place bonus etc still be overturned ?
See how quickly it becomes a nightmare to program ?
And if you do that, people will still complain that their situation was obvious or wasn't or that it was a 63% chance of winning so the game should have changed the ELO counting a 63% chance of winning.
You are annoyed, we get that but coding won't solve this.
Anyway, before a game could do that, you would probably need more flexibility in the framework itself
