Most individuals (i.e., not business entities) do not have static IP addresses, so an IP ban would be a temporary fix. Given that this person has demonstrated a little bit of tech savvy, depending on what kind of WiFi access point they are using they may be able to trigger a new DHCP IP assignment. It may be a hassle, but they seem determined to cheat so they may feel it's worth the effort. Oh, and VPNs are also a thing.
If BGA could permanently ban someone by IP address alone, they would have already done it to the person who keeps making new accounts and posting in the Puerto Rico forum that the BGA Community Manager has an alt account that is cheating.
