This does not exist. Do what you will with that information.

Can you give an exact link to this rule, please? Other player's nicknames are often indicated in the organizer's message summing up the tournament results. If the organizer writes DSQ next to some nicknames, I don't think it will be considered a violation, but everything will be clear to everyone.
If you spend enough time in the forums you will come across moderation edits removing the names from posts with cheating allegations. But it goes beyond allegations of actual cheating. For example, look at the moderation edit in this post: https://boardgamearena.com/forum/viewtopic.php?t=43885 They didn't say * was cheating. All they said was "I am probably wrong in assuming * didn't want to play me and so disconnected." The response was: "*Moderation Edit: please do not use the Forums to call out specific players by name." Maybe it was the "didn't want to play with me" part that crossed the line into "calling someone out"? Who knows. But for sure a post saying "users X, Y, and Z are all the same multi-accounting person in this tournament" will get you moderated.
No, I don't spend time on the forum and I don't want to. I would like to see a list of site rules where this rule is clearly stated. In particular, where exactly and in what context players' nicknames cannot be indicated. A message with suspicion of cheating on the forum and a message in the tournament information, which simply lists the results of a series of tournaments (indicating the participants disqualified by the organizer's decision) are not the same thing for me.
Im sure meeple has his own point. But a definetly valid point is that you shouldnt explicitly name anyone for cheating here - source: "In all cases, do not expose your case publicly, for example on BGA Forums. See why here: viewtopic.php?t=26665" in https://en.doc.boardgamearena.com/Moderationpolicy .... The rest is on the arbitrariness and mood of the Mods and Admins here ^^
