Partially untrue. At least three times I clicked the day's chest at around 7-8pm central, and then immediately clicked through to '"tomorrow's" chest because it was already the next day in France. Day 31 was the only day it wasn't allowed.

You can't open two "new" chests one after another. You might have seen the animation for previous day's (Paris time) chest again, but you could not have opened it for the first time if you hadn't already before the deadline.
