That's the same link both times, and I don't think it says only the player with the most negative time can be skipped, just that a player can't skip someone with more time than them. Those aren't the same thing when you have more than 2 players.

The player being kicked isn't just kicked on BGA for being out of time, but for being out of time yet still holding the game up with their ongoing turn, preventing anyone else from playing.
Maybe. For all we know, player A is 5 minutes over time, but was graciously allowed to continue, and player B is 25 seconds over, and is on the way back to the computer after dealing with a brief unexpected event.

Yet another reason for me to avoid playing 3-player ranked games.

We wouldn't know. All we'd know is that whatever the other overtime players did, it wasn't enough to get them kicked out. In any case, by having it be the turn player instead of whoever has the most overtime, they have a way to stave off being timed out by simply finishing their turn. It's also an anti-stalling measure, if for some reason a player chooses to go AFK until they're kicked, they can use up as much time as the difference between them and the highest overtimer before anyone can even react. So if it was a lax time table before, things just got rather ugly. As opposed to when you aim for the turn player and can force the situation much sooner to minimize any stalling tricks. Basically, the situation is much more interactive by having the turn player be the one open to timeout rather than just the greatest overtime.

I hear what you're saying, but I still think it's a sub-optimal arrangement.
I agree that when a player with positive clock decides to expel, it should not be about who has more overtime accumulated - I just think it should be all or none. If one player gets kicked for being out of time, so should all players who are out of time.

I do think that one player who is out of time should not be able to kick another player who is out of time unless the player doing the expelling is less over time than the player being expelled. (To prevent someone from just never making a move knowing he cannot be kicked by the other player also out of time.)

I could have sworn I have had games in which it was my turn, and my opponent was in the red, and the button for "skip turns of player out of time" was present at the top of my screen. But I might be misremembering.

Could it have been a case where it was the turn of more than one player? I'm not sure how it would work in that case, but it seems possible you could kick another player out that way.

"After making a move" is ambiguous, but the way the system works is that you can only expel a player it is currently waiting for them to make a move and they are over time. In some games, you may need to make consecutive moves, and in some games, it can be multiple people's turn at the same time, so that's why "after making a move" can be ambiguous, but the clearer statement is that you cannot expel a player who has negative time if they cannot currently make a move. You have to wait until the next time they have an opportunity to make a move - so if there's any refresh time to be added to their timer, that'll happen first, and if that restores them to positive, they can't be expelled unless they use up that time again.
