This particular case presents an especially weak argument for skipping. The person skipping had no other way to win.

Maybe the argument for skipping is strong, but your understanding of the reason is incorrect.
In a single player game, if I've obviously lost, I tend to let my opponent play out their win if they are playing reasonably quickly (I think that's considered polite), but if they are playing very slowly, I'll just resign so I don't have to sit around waiting to lose. (Similarly, I won't spend lots of time trying to maximize my score in a clearly winning position).
In a multi-player game, resigning isn't an option. At 94% complete, just waking away and letting the others finish isn't an option either (eventually it will be my action again, and I need to be there to take it). The only option (until someone runs out of time) is to sit there patiently and wait for the other players to finish their turn before finally getting to do something else with my precious time.
Maybe the "offending" player wasn't trying to "score an easy win", but just didn't want to spend any more time waiting for other (seemingly absent/distracted) people to take their actions so he/she could eventually lose.
