I wouldn't call it a strong strategy, it's a hollow tactic that severely limits gameplay and fun for both sides. It strikes me as players who are insecure about winning through strategy, so they resort to restricting the game state. For some, winning is more important than fun. Not why I play games or who I desire to play games against.
I'm not experienced enough in the game to immediately say how strong this strategy is, but from the comments above, I concluded that the blocking person won.

I think such blocking can be effective and lead to victory, and I don't see the point in blocking if it's not the case.

This is so bad that I consider it to be a design flaw in Splendor Duel. One player can hoard the pearls and gold gems and block the other player, especially if the board fills up with pearl-required cards. Even holding both pearls can be an obstacle, since you now have to reserve a card, a sub-optimal action, to get a gold gem.

You can say "guard against it", but if the board fills up with pearl cards and your opponent is buying only non-pearl cards, you can get locked out pretty quickly. If your opponent is taking a pearl or gold gem at every opportunity, you might only have 2-3 chances to buy pearl cards before your opponent can lock it down.

But how will the player holding the gems will win? As soon as he spends gems, you can immediately take them.

There are not many additional move cards and they are quickly bought, as they are effective at the beginning of the game.

Idk when players start doing this whole pearl/gold hoarding thing, but I've dabbled in this game and gotten to 400s without having to really think about it. You say the opponent is trying to buy non-pearl cards, so what's stopping you from buying those cards yourself? If they're trying to take pearls/gold, what's stopping you from just taking some pearls/gold too? That way they don't have it all.

As someone who realized and uses this tactic, yeah it's a massive design flaw. If I play in person I think I'd have to house rule that you can spend 2 Privilege to steal any token form your opponent. It's a simple solution, but I think it fixes 90% of the issues one might have with the game.

The rule about holding 3 gold and 2 pearls is explained here. If you are claiming that someone was able to exceed the limit, then report it as a bug.
He didn't exceed limit, but he did 2 things:
- play the pearl and prepare to play the rob right after I take the pearl, so I never have the chance to play the pearl.
- play the gold for extra turn card so he take back the gold immediately.
I'm aware that BGA rule support this style, so I can't complain any further, I just quit.
