Need advice how to play Capitalist

So I played quite a bit of hegemony this week and I found some success with WC, MC, and state but never with CC.

It felt like every game I fight a losing battle in voting especially 2A and 3A, and most recently 6C.
I don't know how to juggle between proposing a bill, sell to foreign, build company and what have you.

usually the game goes a few ways:
- always 1C, but 2B, 3A, 4B, 5B and somewhere down the line in round 4 it goes to 6C. Tried to propose more bills but I don't know how to convince MC or state that they should help me a bit, and it ends up with CC at the bottom and the other 3 fight for top spot
- manage to get 3C and 6A but at the cost of 2A and the hatred of WC, to the point where they'll spend a lot more to buy from foreign to the detriment of both of us (we both get last place)
- Tried ignoring policy altogether and just play export import and ended up paying so much tax or lose so many point to demonstration
- Proposing too many bills and ended up not doing anything profitable


so yeah I need some pointer lol, at one point I also tried to oppose 7A and ended up with demonstration, the other I tried supporting 7A and ended up with not enough worker for my company (in early round I only found 1 automation and in 2nd round not enough money from export to buy a new automation)

I have been trying to figure them out myself here are my thought with only 3-4 CC but 17 games played most of which in person MC.

Push the state as hard as you can and pick your battles with the rest. IMF is your friend, more so than any other faction, as it leaves only the tax burdens to clean up and clears the entire upcoming voting (likely progressive) agenda. I had a game where the State had back to back IMF first 3 turns and they still squeaked out a narrow win (essentially it turns the match into a 2 player between you and the state when IMF occurs that much). The timing of Offshore Companies and Business Expansion are key; do not waste it. Exit Strategy IMO is for mid-game pivots instead of late-game VP as resources count towards VP. Lean somewhat into MC workers (because they can't strike) but don't overdo it. There is very little reason to ever price anything at the lowest price. Business deals are a pity prize from the designers, for having no tariffs and allowing the other factions to skirt around you towards easy prosperity. The state is the end boss; it has a blistering win rate, are surprisingly easy to pilot, and able to weather much more punishment than most tables will continually inflict.
