Since game code does not know premium status, the game code actually uses a dedicated API function BGA added. This function returns which factions a specified player ID is allowed to use.

Rolled dice in TI4 use a bga_rand call same as all other games are required to, and this is mentioned in an entry linked from the TI4 FAQ bug entry if you are curious.

This might have already been said but:

Coming to the conclusion that having some factions be premium is just making the game worse fom premium players.

Even if you are paying, it's not actually much fun playing as a premium player any more when you are always playing against the same factions.

Like every game just has Sol, Jol-Nar. There are endless combinations but as a premium player you are still getting an experience limited by an arbitrary decision to not let players choose. Personally I've gotten to the point where I need to havea chat before the game so we can al agree to pick something "fun" casue I want to experience the full game, not just the "introductary game" on repeat.
