I discovered recently a message asking to vote for the game I was playing, attributing stars to evaluate it. It seems new to me and I would like to know the purpose of it. What does bga intend to do with this new information?

One engine available to the site to improve games is via the Suggestions Forum. In fact, there's a new game that is becoming more and more of a drudgery for me to play and I have a suggestion to liven it up.
But when I go to the Suggestions Forum and click on some of the items there, this is the common scenario I encounter: Someone will have made a suggestion several weeks ago. 10-15 comments will have been posted underneath. Over a hundred votes will have been cast to consider the suggestion for implementation. And yet the following caption always seems to be the sad punchline...... "awaiting: This suggestion has not been analyzed by the developers yet."
If there'd be follow through....if developers and admin would get more active in processing these suggestions, this would be a further step to improving games that could stand to see some improvement.

We have 280 games here, and tons of suggestions for them. Some concrete example: a mid-popular game with 50.000 players playing it each month on BGA, with a suggestion voted 50 times. 50 is quite a lot of votes, but the 50 players who vote for it may represent 0.1% of the regular players, and it may be that the 99.9% other players don't want the suggestion.
Even with this problem, suggestions are useful, and we need them to provide ideas for improvements.
In the opposite to suggestions, ratings are representative. We ask players randomly to rate games, and this way we can know if the community like the game as it is (= we should not change anything), like the game but feels it's not perfect (= we should change it a little), or dislike it (= we should made important change to the adaptation).
tl;dr: We will use ratings to evaluate IF we must change something in a game, and suggestions to know WHAT we must change.

Sad that I never reviewed the backgammon. Really good game but probably the only incomplete game on BGA. The doubling cube is missing. With it, it would be an other dimension of backgammon...

I got such a pop-up. I just closed it as I had no idea what it was supposed to be.
And looking at reviewer star ratings, this will not give a reliable indication for implementation flaws.
A randomly selected user may not even be aware that a bug is present or that anything non-evident should probably be done differently. Many may just consign themselves to how it is or has been, and just click whatever star rating or cancel just to make the pop-up go away.

What about instead of a round of backgammon being decided by a single game, make it a best of 7 match? If one player places the doubling cube, the game would then count as 2 toward the best of 7. If the cube gets turned again, then that single game would decide the entire match

That is indeed a very nice feature. I already had feedback that way that I had not by the bug tracking system.
Thought, I am a bit surprised that 45% of the improvement path for Downforce is adding more expansions since I added ALL of the expansions and tracks and even non-official fan stuff. Players just can't be satiated.

If a player just double against a players who plays the cube rightly, he will probably lose the game.
