As far as I know, this is deliberate. BGA wants to give second tutorials a chance to get checked and rated (they might be better), and so user get randomly the one or the other tutorial. That must be the case. I just tried again because I wanted to capture the network request for the tutorial using Chrome Developer tools. This time the Nekonyancer tutorial loaded. I know that only one tutorial at a time can be the "live" one (getting gift points for the first 6 months). How and when a change is made, I am not sure about. But I think this is up to the developer or BGA stuff to decide.
