"After making a move" is ambiguous, but the way the system works is that you can only expel a player it is currently waiting for them to make a move and they are over time. In some games, you may need to make consecutive moves, and in some games, it can be multiple people's turn at the same time, so that's why "after making a move" can be ambiguous, but the clearer statement is that you cannot expel a player who has negative time if they cannot currently make a move. You have to wait until the next time they have an opportunity to make a move - so if there's any refresh time to be added to their timer, that'll happen first, and if that restores them to positive, they can't be expelled unless they use up that time again.
So, let's say a player is playing a game with fast turn based 8 moves per day: +1:30 per move, 12 hours max). Effectively, that means each player has 13 hours and 29 minutes to make a move. Making a move after 13 hours and 29 minutes will have the player at - 1 hour 29 minutes. If that player is right there at the computer when the opponent moves, this will restore the clock to positive 1 minute, and thus cannot be expelled as long as the next move is made within one minute.

Only if no one's watching. If another player is online and checking, they can expel the offending player after 12 hours. And if I wanted to play a "fast" game where a player takes 12 hours, you can bet I'll be there to expel them, unless I'm sleeping.

But regardless of the details, yes, if a game has "max X hours", you can take "X hours" for one move, as long as you are faster after (and were faster before).

PS. Actually, you can take 24 hours, since fast turn-based games have 12 hours per day where the clock doesn't tick. I'm not 100% sure what happens in you're in negative time, it's your turn, but it's "sleep time". I presume you can be expelled, just as you can make moves, but I don't recall seeing that situation.

Correct, in the situation I described, the player would only have 13:29 to make a move if the opponent is not logged in and ready to expel the player. Which could be the case. People do need to sleep, after all. :)
