Adding such a button keep tables open for too long.
Say I love playing a certain game , and I open a couple of tables for it, which fill up quite fast. As I can only open 4 tables at a time, I wait for the first tables to have filled up, and then open new ones until I have 20 ongoing tables.
But what if someone joined the turnbased game, and then logs out? This is something they have every right from doing, since it's turnbased,it's often applicable for games that don't fill up fast.
Then my table has to remain open till the next day that player logs in, and I am unable to open new tables, or I'm forced to kick that player out.

I am not interested in reporting anyone for kingmaking due to the difficulties mentioned in other replies. Additionally, this post was not meant to insitgate a discussion, more to prompt BGA admins to consider applying an accept or decline option.
It is ammusing how people sit and think of a way and an example, one that rarely happens, to undermine a suggestion. Adding such a button does not necessarily, definitely keep tables open longer. And even if it does sometimes at the expense of saving someone from wasting hours and suffering and unpleasant experience, then I think it is worth it and cost next to nothing. So what if a table attempts to start and it is declined. You either remove the player that declined to start, or close the table and open a new one.
Where did you get this example from? Have you tried this, seen this? I have never attempted such a thing. I'd never thought of such an idea or seen it, and I am pretty confident most people don't either. And, even if, somone wants to open lots of tables, which they can't, that is hardly a huge problem for anyone. This situation you have thought of is pretty unique.
And so,if by any rare chance this situation arises, and someone just happens to log out moments after they joined the table and you are stuck with them but the table is not full, the table will not attempt to start the game and whether there is an accept/decline option to starting the game, or not, is irrelevant because the game will not start.
The fact they have merely logged off is no problem, the problem comes from when you don't want to play with two particular people of which you would be happy enough to play against one, but not both and the table is full and starts before you can quit, and then you stuck with playing the whole game or quitting and suffering the penalties (which I don't like to do).
If you are happy to play with this one player who has happened to log off, there is no problem, you just wait for enough players to jloin until the table is full and you can start - again, existence of an accept/decline option causes no problems. If you don't want to play with the individual player and the table is not yet full, as per your example, just kick the player or quit yourself.

It's indeed not easy to report people for kingmaking, and you'll need many examples, multiple tables where this happens. BGA didn't make reporting this easy on purpose, otherwise everyone would constantly report it.
