On BGG forum there are more balanced variants of rules. (Probably some of them are created or approved by game designer.) But it's unlikely that they will be implemented on BGA. That's enough proof to demonstrate that it's basically impossible to win as the inspector. It's not impossible to win as Inspector and it's certainly not 10% chance. This game has so much potential. It's quick, easy to learn, and fun. I love light, casual games that I can play in less than 15 minutes. Hey, I've seen exactly this behaviour too! By user dKFAF, were you refering to them? Technically it's not cheating, but it's subtle manipulation with settings and may lead to a bad experience, especially for newcomers.
