Interestingly it's actually only a single action missing to be able to fill the base game board. 36 tiles to fill needs 72 actions (take tile and place tile) * You get 50 normally * 3 from castles * 12 from brown buildings * if you can manage to get all 3 mines down the first round they give you 12 ...

As was mentioned in a previous post the simplest option today is to play with 1st edition instead (and is why arena is almost always played like that). It's provably impossible in the first edition simply due to actions required. All board spaces require 2 actions to fill, 1 to pick it up and 1 to place. Base game with yellow tile #6 from the 2019 edition is enough to fill the board. I've seen it happen in some lopsided games. (Basically relies on yellow tile #14 and boardinghouse giving you workers to buy twice for only one die)

First edition is more or less preferred solely because of the changes to yellow tile #6 which is broken enough in 2019 edition that if you get it early enough you're more or less guaranteed a win in the higher ranks.
