You see this because new information is posted on the game page only if something has changed in the arena settings. The top news item on the game page lists the changes for last season, 3 months ago. The Arena format is unchanged this season, so no update has been posted.

It really isn't, because if you dislike 3 players that much it is still possible to play 2 player games outside the arena.
And playing 2 players should be a lot faster, allowing you to play more games and get guru status and then vote for change next season.
Making Arena 3 players should in fact slow down people that prefer 3 players, but will play arena regardless. Getting what they want will cause the number of games to drop making it more likely that the format will switch back.

There should be an option for 1min timers to help speed up the game for faster players

I'm not sure that's how guru works. I think it's based on arena games played, not all games played.
